You defined the height in the <tr>. Try adding the height to <td> or add padding top and bottom the in <td>. Better yet, I highly recommend Litmus' bulletproof buttons article:
<ul><li> is a much better option than plain "• text text text" because when the text wraps, in mobile especially, it indents nicely and does not wrap below the bullet point. And as DJ Baker indicates is semantically the best use to emphasize it's a bulleted list.
I can not agree more. I'd like to add more about the benefits of utilizing HTML text. There is no good enough retina optimized image that would show text as sharp as HTML text does. Considering the rise of mobile openings and high-resolution screens everywhere now, it's the way to go. Even if the images are turned off (or slow to load), or the background images are not supported the full email copy would still be available.
There is also a quite bit of hassle maintaining all image-based emails, especially if it's made out of many slices in a puzzle fashion. With so many varying mobile screen sizes and different screen ratios, and especially on Android, it's a pain to align image slices. There will be mysterious lines in between, or unwanted gaps, no matter how carefully you slice your image or apply all sorts of email hacks.
I travel on public transportation, and I'm on a limited data plan. I can't tell you, how slow all image emails feel and I immediately ignore the email.
I'm sure there can be ways/solutions for well-balanced image/text emails, especially considering downsides.
