Back in 2012 / 13, I was trying to convince the agency I worked for that responsive coding was the way forward. They were unsure. It was new and it was scary and they didn't see the point of spending more time and effort on emails, when they'd got the lead down so much.
After convincing them to allow me to look after the new company email (as opposed to giving it to the marketing team) I started working on making it responsive myself (which included self-teaching the code), I worked on it between every client project, in lunchbreaks, at home. I carried round a wodge of paper of printed out code from the few responsive emails I could find at the time, analysing it whenever I got a sec. I was finally able to launch the new email, which included (as the main article) a blog post on responsive email.
By taking the initiative and just getting on and doing it in my own time I was able to prove that it wasn't that hard(it was), and we were able to start talking to clients about the concept.

If I can't help you myself, I can help to source / validate others... it's a catch-22 almost, unless you know the subject well enough you can't really judge too well. Things can look awesome on the surface, but be a stink-hole underneath. My last contract, as well as doing the day-to-day email development was helping them find a perm dev. I got someone for them within a month.

I'm currently on a heavily intensive training course, (non-email related) and one of our tutors' keeps reminding us "You don't know what you don't know until you know" and it's so true. So kudos for asking rather than assuming :D
