Is it possible to vertical align a table within a table?

I used a table to create a bulleted list and want the whole list to align vertically in the middle.
Here is what I have:

<table height="66" style="background-color:#019a48;background-image:url(https://gallery.mailchimp.com/86c7380b0c317b0c84e6048d9/images/fde2dcef-1e9d-4fe1-8f47-b66d713660f8.png);width: 567px; height: 66px;" width="567">
    <tbody>
        <tr>
            <td>
            <h4 class="null" style="text-align: center;"><span style="font-size:26px"><span style="color:#ffffff">Smart Multi-Tool Trade Kit</span></span></h4>
            </td>
        </tr>
    </tbody>
</table>

<table style="width:567px;background-color:#ffffff;" width="567px">

        <tr>
            <td style="padding:10px 0px 0px 0px" valign="bottom">
