Below is a fix I came up with for a consistent underline for links that have a superscript, in case it helps anyone:

Outlook specific styles
Since outlook was ignoring the border-bottom style, I added "text-decoration: underline" for the link here and added padding to the superscript for a consistent underline.

Link with inline styles
I added two classes to be able to add specific outlook styles, one class for the link and one for the superscript.
