We experienced an incredibly high bounce rate across multiple ISPs (including major ISPs such as BTinternet, Virgin, TalkTalk) causing high volumes of both hard and soft-bounces on 18 January 2017. The reason codes given by our emailing platform (Responsys) include CONNECTION_REFUSED, INDETERMINATE and TIME_OUT for soft bounces and user_not_found for hard bounces.

Is anyone aware of any widespread service problems on this day.

Also, are there any good resources for tracking potential downtime of ESPs?
